Chubbing could affect Texas Tech's possible Tier One status - KCBD NewsChannel 11 Lubbock

AUSTIN, TX (KCBD) The controversial Voter ID bill directly affects Texas Tech University. Texas Democrats are stalling Tier-One funding and many other bills. They are using delay tactics on minor bills that normally take 30-seconds and stretching each one into a nine minute process.

On the House floor they call it "chubbing". Chubbing is taking up enough time to kill many bills between now and the end of the session. Tier-One funding is in line behind the proposed Voter ID on the House calendar.
