LUBBOCK, TX (KCBD) - Reports of a criminal investigation concerning a Lubbock sheriff's deputy have been overblown. That's what Sheriff David Gutierrez tells NewsChannel 11.
Major Don Carter was demoted to a Deputy last month. Gutierrez says Carter is not in any trouble, and he's not accused of any wrongdoing. Gutierrez says he demoted carter due to a number of issues. But, what it really came down to, he says, was that the Sheriff's Office was not moving quickly enough to transition to a new jail.
Gutierrez says Carter is welcome to work his way back up the ranks and that he is a man of integrity. Gutierrez also says carter has been unfairly scrutinized after the demotion.
So why demote him all the way back down to a Deputy? Gutierrez says there was no opening at the rank of Captain, Lieutenant, Sergeant, etc.
