Memorial commemorates Kelsey Vines one year later - KCBD NewsChannel 11 Lubbock

LUBBOCK TX (KCBD) - It was one year ago Wednesday that a dump truck crossed the center line along a busy stretch of Indiana Avenue just south of the Lubbock city limits and took the life of Kelsey Vines.

Kelsey was an 18-year-old senior at Lubbock-Cooper.  Wednesday evening, friends and family gathered at the garden which bears her name at Lubbock Cooper High School.
