LUBBOCK, TX (KCBD) - As Halloween approaches, we're learning more about the rules and regulations for sex offenders on Halloween night. One common misconception is that all offenders must have their porch lights off, but that's only the case for offenders whose probation or parole conditions state they cannot have contact with children.
To help ensure compliance, the Lubbock-Crosby County Community Supervision and Corrections Department is hosting their Halloween program again this year. Offenders whose probation does not allow contact with children must attend from 5 p.m. to 9 p.m. Halloween night. That's around 80 people this year.
Supervisor Jennifer Mora tells us the program should not be considered additional punishment. It protects both children and the offenders. "They may have no intention, have their lights off, not want to have any contact with children, but with the children coming to their door, that presents a problem for them. So, we don't want that to happen," Mora said.
Mora says the educational program is beneficial, because it uses less staff, and makes sure offenders are there for the entire time, instead of one visit Halloween night. "I think that we're really reasonable in the way that we look at it. I think it is important that we address the concerns of the community. While we've never had an incident on Halloween, we're just being proactive about that," Mora said.
Last year's program had 100% attendance, but parents are still urged to be cautious, and go trick-or-treating with their children, and check the offender registry online.
The program is through the probation office. They supervise offenders who received supervision instead of prison time. The parole office, who supervises offenders who went to prison and are now out, tells us they're not holding a program. So, they will be out checking that offenders they supervise keep lights off and are in at specific times.
