City employee calls for resignation of the City's top two staffers

LUBBOCK, TX (KCBD) - NewsChannel 11 has learned that a City employee calls for the resignation of the City's top two staffers.

Animal Control Director Kevin Overstreet gave written notice (dated October 30th) to City Manager Lee Ann Dumbauld and Assistant City Manager Quincy White that he will reject a settlement offer.

Overstreet filed a grievance nearly a year ago when he was stripped of his duties as the Emergency Management Coordinator.

Overstreet did not lose any salary, but claims he did lose a prestigious position as retaliation for reporting allegations of wrongdoing to the Texas Attorney General.

NewsChannel 11 has a copy of Monday's letter, and has talked to numerous sources who have seen it. The letter states, "I'm suspending all effort to resolve this matter.... I think it would serve our great city very well if you [Quincy White] and Ms Dumbald would submit your resignations effective immediately."

He delivered a copy of his demand for the City Manager's resignation to five of the seven city Council members.

Overstreet claims officials leaked specific details of settlement talks and he claims that makes it impossible to settle.  (CLICK HERE) to see a copy of the document.
