LUBBOCK, TX (KCBD) - As Lubbock starts to review its charter, which is the basic blueprint of Lubbock's municipal government, you could say it's the contract between the people and city hall. As this document is reviewed, I have a few suggestions.
Consider this; protect the citizen's investment in Lubbock Power and Light. How do you do that? Don't do anything that would give bureaucrats more control and the voters less. That's the simple test every time.
And that was the situation a few years ago. LP&L was millions in debt and facing bankruptcy. So ultimately, the best way to protect Lubbock Power and Light is to make it illegal for LP&L profits to be used for city hall pet projects, keep an independent board of trustworthy citizens in control and provide total transparency.
That means the books are open, the rates are public, and citizens should know exactly how LP&L money is spent. Set it up to keep the rates low and the rebates coming back to the customers. I guarantee that is one charter change that citizens can support.
