Governor Rick Perry has until Sunday to sign or veto more than 1,000 bills passed by the 78th Legislature.
If Perry doesn't sign or veto a bill by Sunday, it becomes law without his signature. Among them is the $117.4 billion State Budget for 2004. Comptroller Carole Keeton Strayhorn still has to certify the spending plan. If she does not have a decision by Sunday, it will likely open door for a special session.
