LUBBOCK, TX (KCBD) - A convicted Lubbock sex offender learned Friday that he will have to serve 16 months in prison. Ralph Maddox, 54, pleaded guilty earlier this year, admitting he failed to register as a sex offender when he moved from California to Lubbock. However, his guilty plea was on the condition that he could challenge the sex offender registry as unconstitutional. Both a federal judge in Lubbock and the circuit court appeals denied maddox's challenge.
