Hundreds of Texas drivers flooded into courtrooms across the state recently in an attempt to finalize their drunk driving convictions before a tougher law goes into affect. Well, now the law has changed again.
The bill sent to Governor Perry would stiffen penalties for offenses that occurred September 1st or later. It also stated that penalties would be imposed on older cases still outstanding. However, the state's criminal defense attorneys argued that "retroactive fines" are unconstitutional. So, now the law will be imposed only on offenses after September 1st.
