Congressman Randy Neugebauer is speaking out against proposed legislation for the Ogallala Aquifer. The legislation would give the government control of conservation efforts for the aquifer. Neugebauer says that's bad for West Texas.
The congressman says locally coordinated efforts, not federally managed ones, are the best means to extend the life of the Ogallala. Nearly two million people in eight states, including Texas, depend on the Ogallala Aquifer for their drinking water.
