Perry Appoints Two to TTU Board of Regents

On Tuesday, Gov. Rick Perry announced the appointment of L. F. "Rick" Francis of El Paso and J. Frank Miller, III of Dallas to the Texas Tech University Board of Regents.

Francis is chairman and CEO of Francis Properties, Francis Holdings and Prime Funding, firms primarily engaged in family investments. He serves as vice chair of the Bank of the West-El Paso, chairman-elect of the Sierra Medical Center and Providence Memorial Hospital. In addition, he serves on the Western Regional Board of Directors for the Boy Scouts of America. He received a bachelor’s degree from Texas Tech University. His term will expire Jan. 31, 2007.

Miller is chairman of the board and CEO of JPI, a national apartment development company. He serves on the boards of the Urban Land Institute, National Multi Housing Council, and the Real Estate Round Table. Miller serves on numerous community boards including the Dallas Citizens Council, Central Dallas Association, Dallas Summer Musicals, University Medical Center, Inc. and St. Paul University Hospital. He also chairs the St. Paul Fund for Advanced Heart and Lung Disease. He received a bachelor’s degree from Texas Tech University. His term will expire Jan. 31, 2009.
