City of Lubbock denies hundreds of employees looking at porn

New details surfaced Tuesday as we learn the City of Lubbock actually suspected hundreds of employees looking at pornography on their work computers. However, City Manager Lee Ann Dumbauld is speaking out to KCBD NewsChannel 11 saying she heard the same thing, but it's not true.

She said, "It's not just that it hit your computer, like junk mail or cookies. It has to be something you go to.  There was not 150 or 200.  We dealt with everyone."

When she says "everyone" she means everyone who was accused of looking at pornography. She also said, "No council members were found to be cruising pornography."

Now that's important because some employees were grumbling behind the scenes that the investigation suddenly stopped when city council computers were checked. Lee Ann Dumbauld says that's not the case.

That being said why would even a few people go against their work policy? We sought out some expert advice.

"It tends to be ‘hush hush', but that doesn't imply it doesn't exist in big numbers," said Clinical Director at The Ranch at Dove Tree, Bob Howell.

Howell says right now he is treating people with pornography addiction. He says there are more than one million pornographic websites. In fact, it's so easily accessed that more than one hundred people working for the City of Lubbock are suspected of using their work computers to do so.

"It just shows you how powerful that obsession and compulsion is to engage in that kind of thing at work," said Howell.

In a random search of Internet logs, City Manager Lee Ann Dumbauld says they found out about these employees.

"All personnel actions are case by case and every personnel action is different," said Dumbauld.

Because of the allegations, five city employees resigned or retired under pressure and a sixth employee is disputing the findings. Our sources say it was originally ten employees, but four were exonerated.

"The fact remains that we have a policy against inappropriate use of the Internet, we had some and those people are gone," said Dumbauld.

The city says a computer login and id is assigned to each employee and may not be shared with anyone. Labor expert Martin Aguirre says that's normal procedure.

"No one else can use your password to violate policies about access, because if you end up in trouble people can't say somebody used my computer when I was gone," said Aguirre.

Howell says it's a deeper issue why so many people look at porn and those doing it at work could need treatment.

"One of the hallmarks of addiction in general is a progression. It gets more consuming, it occupies more of your time," said Howell.
