Former Ralls band director charged with improperly touching student

William Chris Booker, the former Ralls ISD band director, has admitted to having sexual relations with a middle school student.  

Booker has been charged with two counts of having an improper relationship between a student and teacher.

He was arrested Thursday and taken to the Lubbock County Detention Center on a $75,000 bond. As of Friday he has bonded out.

According to an affidavit, Booker admitted to sexual conduct with a 13-year-old girl who attends Ralls Middle School. Booker explained he placed his hands on the victim's thighs, torso and breasts during a bus ride back from the Lubbock Christian High School football game on Sept. 16.

Booker told police he and the victim were discussing their fathers and their problems. He said they both had their feet positioned in the aisle with their knees touching during the conversation. In the affidavit, multiple witnesses said they saw the incident and it occurred near the cemetery east of Idalou. He told police he was not "really sexually aroused by the touching, but did find the victim physically attractive." Booker told police the victim never said to stop, even though she claims she did. Booker told police he is remorseful for his actions.

Witnesses also said Booker showed them various photographs and videos on his cell phone of a Ralls High School student and teacher.

Ralls ISD said the victim's family presented the allegations on Sept. 19. The district then placed Booker on administrative leave. On Sept. 29 he resigned his employment.
