Federal agents arrested a Shallowater man on Tuesday and accused him of downloading sexual images and/or movie files of young children. Ruben Cuellar, 41, was charged on Monday, arrested on Tuesday, and his court records were unsealed on Wednesday.
Federal agents accuse him of downloading sexual depictions of girls estimated to be as young as five years old. The criminal complaint says Cuellar would collect child pornography and then make it available to others using P2P or "peer to peer" computer software.
The federal complaint gives credit to Lubbock police for finding Cuellar's use of P2P software last year. The Department of Homeland Security searched Cuellar's home last week and confronted him. The complaint says, "Cuellar advised he looked for child pornography images of children as young as 6 years old."
The complaint describes in gruesome detail what young girls were made to do in order to make the pornography -- details that are far too graphic to be described publicly.
