Early Tuesday morning, Lubbock residents were invited to meet and have coffee with Lubbock Mayor Glen Robertson.
Citizens gathered at Market Street with questions about the recent LP&L increases.
Robertson said the main question he received was "Why did Lubbock need the increase at this time of year?"
"The problem that puts me in is I don't have a good answer. I can answer why we needed to increase the rates. But I cannot answer why we need it this time of year because I still feel like it was a mistake that we did," Robertson said.
The mayor also discussed plans for not increasing storm water rates and lowering the base fee on water rates.
He says he will present his plans to city council on Thursday.
