It is a long awaited project, and those hoping work would begin soon will have to wait a little while longer.
Crews were supposed to begin drainage work along Highway 87 at Woodrow Road on Saturday, but because of the possibility of severe weather, it has been postponed to a later date.
It is all part of the plan to build an overpass at Woodrow Road close to Lubbock Cooper High School.
Rick Saldana has been the police chief for Lubbock Cooper Independent School District for 15 years. During his time at the school district, he has worked three fatalities at that intersection.
"Not all of them are school related," Saldana said. "A lot of these accidents do occur after hours and on the weekends, so not only is Lubbock Cooper going to benefit from this, and our school community, but just the general public as well."
Dianah Ascencio, a Texas Department of Transportation spokesperson, said that this has been a working process for several years, but funds were only recently made available to put those plans into place.
The final project is expected to be completed by August 2014.
