Municipal Court Judge Robert Doty is installing an amnesty program. Here's how it works. If you have an unpaid citation issued before 2004, you can pay that overdue fine, at municipal court without fear of being arrested anytime from November 8th until November 30th.
Judge Doty feels the amnesty period will help the city collect $9 million in outstanding traffic warrants and fines.
