Lubbock City Council members voted to delay action on a proposal by Atmos Energy to raise rates for Lubbock customers on Thursday night.
The city previously denied the request, due to a change in how Atmos asks for an increase. The council then changed how they approve an increase.
Atmos says the increase would cost the average customer about $5 more a month.
They say the money would help pay for improvements, such as new pipelines.
If the city denies the request again, Atmos can appeal to state regulators.
