WASHINGTON, DC (CNN) - Lawmakers aren't happy that they were kept in the dark while dozens in the Obama administration knew details of the plan to free Sergeant Bowe Bergdahl in Afghanistan.

"We're glad he's back," Speaker of the House John Boehner, R-OH, said. "But, I was never briefed on any specific negotiation."

The White House reiterated Tuesday they wanted to avoid leaks regarding the plan to transfer five Taliban prisoners from the U.S. facility at Guantanamo Bay, Cuba in exchange for Bergdahl's release May 31.

"This is a secret military mission in which disclosure of the mission could put into jeopardy not just the life of Sergeant Bergdahl, but also the lives of the American servicemen who were involved in the mission," White House Press Secretary Josh Earnest said.

U.S. law requires 30 days notice to the House and Senate before prisoners are transferred from Guantanamo. Closed-door meeting on the House side and the Senate side have done little to ease concerns of Republicans and Democrats about the swap.

"The thing that is very, very disturbing is why would the president not think that the United States Congress is useful in coming to a decision," Rep. Steve King, R-IA, said.

"My main concern is these 5 released prisoners. Was it a good deal or a bad deal? In my mind it's still a bad deal," Sen. Joe Manchin, D-WV, said.

More questions and answers are expected Wednesday when Defense Secretary Chuck Hagel is slated to appear at a House Armed Services Committee hearing.
