    On a trip that will likely shape Russia-France relations for years to come, President Vladimir Putin is set to visit France for talks with newly-elected French President Emmanuel Macron after expressing sympathy for other contenders in the vote.

WASHINGTON, DC (CNN) - Lukman Faily, the Iraqi ambassador to the U.S., explained on Tuesday how ISIS, or ISIL, terrorists and others view their enemies.

“ISIL, Da'Ish, al-Qaida, and others are transnational ideologists, Salafists, who do not believe in the existence of the other. Period. And what I mean by other, I mean anybody who's different to their beliefs, their strict understanding of Islam,” he said. “To them, by the way, ISIL consider al-Qaida as too soft. And they think that they are too on the fringes, and they are the core representatives of Salafist Islam.”

He added that those like the ISIS terrorists, who have captured large chunks of land in northern Syria and Iraq, have ambitions beyond just Iraq and Syria.

“So in that sense, Baghdad, or the whole globe, is their objective. They cannot - to be honest, I think even outside the globe - they will think that they have to go above that to the universe,” he said. “And that's their belief. Because they think they're representatives of God alone and nobody else. So unfortunately, they cannot coexist with others nor others can coexist with them. That's the reality of it.”
