(RNN) - A mandatory evacuation has been issued for Hatteras Island, NC, as the coastal region of the state prepares for a brush with Tropical Storm Arthur.

A hurricane warning has been issued from Surf City, NC, to Duck, NC, including Pamlico Sound and Eastern Albemarle Sound. A hurricane watch is in effect for areas from Little River Inlet, SC, to south of Surf City, and a tropical storm warning is in effect for South Santee River, SC, to south of Surf City and north of Duck to Cape Charles Light, VA, not including Cheasepeake Bay.

The NWS reported the center of the storm was located about 160 miles south-southeast of Charleston, SC, at 11 p.m. ET Wednesday. Arthur's maximum sustained winds are 70 mph, and the storm is moving north at 8 mph.

The storm was expected to turn toward the north-northeast increase speed on Thursday. The National Hurricane Center forecasts it will become a hurricane on Thursday.

"Just flew over TS #Arthur – hoping it heads to sea. Looks mean," Astronaut Reid Wiseman tweeted Wednesday.

The storm prompted the city of Boston to move their Fourth of July festivities up a day to avoid the chance of a rainout. The Boston Pops will play their annual Fireworks Spectacular show on Thursday.
