A Lubbock driver is charged with Driving While Intoxicated, though his car was not moving at the time of the collision.

Witnesses say Javier Solis appeared to be passed out at the wheel while stopped in the 5100 Block of the South Loop. That's when another vehicle rear ended him. Fortunately, no one was injured, but 38-year-old Solis was arrested and charged with DWI.
