It is only prediction, but it's good news for Texas lawmakers as they start the 2005 session Tuesday in Austin.
The state comptroller, Carole Keeton Strayhorn, is predicting a $400-million surplus for 2006/2007. The news is especially welcome after Lieutenant Governor David Dewhurst expected a large deficit. Strayhorn also predicted economic growth to continue this year.
Meanwhile, Governor Rick Perry declared school finance and children's and adult protective services as emergency legislative items.
