The publisher of the online "Lotto Report" is accusing the Texas Lottery Commission of inflating advertised lotto jackpots. A lottery spokesman agrees the jackpot would have been less than advertised, but estimates are based more on ticket sales. He also says officials can draw from lottery reserves to make the payment if sales don't cover it.
