How can "Lotto Texas" offer an $8 million jackpot, with just $6.5 million in the bank? That's what the Texas Attorney General's office is now trying to find out.

The publisher of the online "Lotto Report" is accusing the Texas Lottery Commission of inflating advertised lotto jackpots. A lottery spokesman agrees the jackpot would have been less than advertised, but estimates are based more on ticket sales. He also says officials can draw from lottery reserves to make the payment if sales don't cover it.

Texas Lottery officials now say they will not boost Saturday's jackpot even though there were no grand-prize winners Wednesday.
