Underage drinking accounts for 60% of citations the Texas Alcoholic Beverage Commission issues each year.
Texas lawmakers are trying to lower that number with stiffer penalties for those giving minors the alcohol. The law, however, does not prevent parents from giving alcohol to their own children.
Thursday, the Lubbock City Council proclaimed July "Prevent-Don't Provide Month." It's a nationwide effort to remind all adults, parents included, that providing alcohol to minors is dangerous.
"Not talking about parents who allow kids to have a glass of champagne, we're talking about parents who host parties in their backyard knowing there's a keg," said Retha Fortenberry with the Prevent, Don't Provide campaign.
The city is also applying for a state grant to help pay officers working overtime to arrest drunk drivers.
