For the first time, the President is releasing his battle plan to the public.
The document defines the political, security and economic goals the U.S. has for Iraq. It does not promise a reduction of U.S. forces. It states that it's not realistic for Iraqis to defend themselves without U.S. forces, just three years after Saddam fell.
"Our goal is to train enough Iraqi forces so they can carry the fight, and this will take time and patience," President Bush said.
