Failing to register as a sex offender when you cross state lines is now a federal offense thanks to the new Adam Walsh Act. Carlos Garcia became the first man on the South Plains to be charged with the violation since the new law went into effect. He was arraigned in Lubbock Federal Court Wednesday afternoon.
"If they move into the state of Texas, within the state then we'll go after them here," said Ronnie O'Neil, a U.S. Marshall.
Hockley County authorities arrested him on a traffic warrant and later learned he was a sex offender from Florida.
