Homeowners are boarding up their houses as rain from Tropical Storm Erin starts to fall on the Rio Grande Valley.
Texas Governor Rick Perry is warning that the storm could cause flash flooding in a state still working to shake off one of its rainiest summers on record.
Forecasters say it appears Erin is too close to land to gain enough wind speed to become a hurricane. But the Gulf of Mexico storm is still expected to pummel the flood-weary state with downpours.
The eye of the storm is about 200 miles from land.
