Gov. Perry Appoints Hockley Co. Attorney to 286th Judicial District Court

Texas Governor Rick Perry appointed Jay Michael "Pat" Phelan of Levelland as the 286th Judicial District Court Judge, representing Hockley and Cochran counties, for a term to expire at the next general election.

Phelan serves as the Hockley County Attorney and is a partner of Phelan and Phelan L.L.P. He is a member of the State Bar of Texas, the Texas District and County Attorneys Association, and the Hockley-Cochran Bar Association. Phelan is a deacon of First Baptist Church of Levelland and past president of the Levelland Soccer Association.  Additionally, he is a member of the Levelland Chamber of Commerce.

Phelan received a bachelor's degree from Texas Tech University and a law degree from South Texas College of Law.
