Resolution Passes to Prevent Parole for Convicted Cop Killer
The Lubbock City Council approved a resolution on Thursday, 6 to 1, that asks for a convicted cop killer to remain in prison. Councilman Tom Martin made the proposal on behalf of the victim's mother Joyce Davis.
Now a letter, backed by the City of Lubbock, will be sent to the state parole board asking that Billy Wayne Alexander not be granted parole. Alexander shot and killed Lubbock DPS Trooper Jerry Don Davis almost 22 years ago. Alexander is eligible for parole every two years.
