At least on paper, the state has an $11.7-billion surplus, but our state senator from Lubbock, Robert Duncan, says now is not the time for big spending. "One of the reasons that we have a surplus is that we have budgeted wisely over the past. Another reason is the fact that we have a fairly aggressive economy right now in Texas. However, we are seeing signs that the economy is cooling off," Duncan said.
Senator Duncan says that economic cycles will eventually catch up with Texas. He thinks there will be a conflict between those who want to spend lots of state money and those who want to be careful. The session starts this coming week.
