LUBBOCK, TX (KCBD) - Lubbock County Sheriff Kelly Rowe presented a resolution at Commissioner's Court Monday on the Stepping Up initiative. It is a combined effort to raise awareness of the increasing number of people with mental illness in jails.

Sheriff Rowe talked about using practices and strategies to reduce the numbers by reducing recidivism rates and improving recovery.

"This is going to further bolster a lot of things what we are already doing," said Sheriff Rowe. "We have some great partnerships out there: Starcare, Vetstar - with regard to dealing with a huge number of Vets that are coming into our facilities. This will only continue to  assist and aid us in better delivering and diverting these individuals into the treatment models they need and out of the criminal justice system."

He says you have to look at a long history of how our country has migrated from an inpatient model to an outpatient model and the funding that never followed. He says he remains positive that by joining the nationwide initiative, the programs will become successful.
